When "Opting in" via a form to join the site the user will receive an email to verify that their email address is their own. There would be 2 reasons that the user did not receive this form:

1. The email was spam filtered and so may have appeared in the user's junk mailbox

2. You may have already registered on the site with the same email address, so the system will force you to login instead of joining again.
